Plumbing — UPC Governs (IRC Chapters Deleted)
All residential plumbing is governed by the 2024 Uniform Plumbing Code (UPC) with Southern Nevada Amendments. IRC Chapters 25–33 and 24–43 are deleted and replaced by reference to UPC. IRC Section P2904 for residential fire sprinklers is retained.
Gas Piping — CSST Bonding Required
Residential gas piping governed by Uniform Fuel Gas Code (part of UPC) and NFPA 54. Corrugated Stainless Steel Tubing (CSST) must be bonded to the electrical service grounding electrode system.
HVAC — ACCA Manual J Design Required
HVAC systems must be designed using ACCA Manual J load calculations based on local climate criteria (Climate Zone 3B, mean annual temp 66.3°F). Duct sealing and insulation required per 2024 IECC; ducts in unconditioned spaces must be insulated.
Fireplace Restrictions — Las Vegas Valley (Below 4,000 ft)
No solid-fuel burning fireplace permitted below 4,000 ft elevation in the Las Vegas Valley Hydrographic Basin unless EPA Phase II certified or a masonry fireplace with gas logs and sealed glass cover. Required sign: "Approved for fuel gas use only." Sleeping-room fireplaces require a permanent 4-in fresh air duct from exterior to firebox.
Carbon Monoxide Alarms — Placement
Required outside each sleeping area and inside sleeping area when fuel-burning appliance is within or accessible only through that sleeping area.
Electrical Service — NEC 2023 with Southern Nevada Amendments
Electrical work governed by 2023 NEC with Southern Nevada Amendments. Standard new residential service is 200-amp minimum. NV Energy Electric Service Requirements (Southern Nevada) govern utility service conductors and meter installation. Pool electrical: minimum #10 wire feeder with 30-amp breaker; timer boxes are NOT permitted as disconnect for pool motors.
Energy Efficiency — Insulation Minimums (Climate Zone 3)
Ceiling: R-38. Wood-framed wall: R-20 or R-13+5ci or 0+15ci. Floor: R-19 or R-13+5ci or 15ci. Unheated slab edge: none required. Vertical fenestration: max U-factor 0.30, max SHGC 0.25. Skylight: max U-factor 0.53, max SHGC 0.28.
Plumbing Plan Requirements
Plans must show location, size, and material of all water and DWV piping. Fixture types shown by symbol with water supply fixture unit count and required meter size per UPC Table 610.4. Gas piping requires BTU/h demands, pipe lengths, and materials. Water heater location, type, and combustion air requirements must be shown.
Gas Piping Under Slabs
Gas piping installed underground beneath buildings is extensively amended. All gas lines under slabs and foundations must be sleeved per UPC §1210.1.6. Three standard details govern installation: P-102, P-103, and P-104. LP gas procedures follow P-101.
Water Heaters
Water heater strapping must follow Standard Detail P-105. A Tankless Water Heater Guideline is separately published. Location, type, size, and combustion air requirements must be shown on plans.
HVAC Plan Requirements
Plans must show heating/cooling unit capacity and location. Duct work type and insulation must be specified. Exhaust fans, dryer vent location, and attic/roof-mounted equipment support details are required. Access and platform must be detailed when roof pitch exceeds 4:12. Duct area detector tests are required.
Electrical — Service & Load Calculations
For new structures, plans must show service load calculations, all outlets, lights, and smoke detectors. An auto-calculate residential electrical load calculation form (May 2026 version) is published by CLV. 2023 NEC is in effect as of January 5, 2026.
NEC Key Local Amendments — Grounding
Grounding electrode system is extensively amended for desert soil conditions. Rod/pipe electrodes must be driven to 8 feet depth; if rock prevents this, the electrode must be buried in a trench at least 2.5 feet deep. Abandoned conductors must be removed from all structures — not left in place.
